Odense Kommune is expanding Microsoft 365 Copilot as part of a broader effort to modernize public-sector work and bring employee AI use under stronger governance. The Danish municipality grew its rollout from 30 licenses to 1,000, pairing the technology with security controls, employee training, and organizational change management rather than treating deployment as a software-only project.

Key takeaways

  • Odense expanded Microsoft 365 Copilot from an initial 30 licenses to 1,000 seats.
  • The municipality sought a managed alternative to employees’ use of public AI tools.
  • Governance, sensitivity labeling, training, and change management formed part of the rollout.
  • The case underscores how trusted data and controls matter when AI is introduced into public services.

A move from shadow AI to a governed platform

Odense leaders said employees had been using various public AI tools, raising concerns about how user data and prompts might be handled. The municipality wanted a platform it could manage and control, with safeguards to reduce the risk of sensitive information reaching external services.

The approach reflects a broader challenge for IT leaders: making AI available without losing visibility into access, data handling, and usage. For organizations building analytics programs, the same principle applies to the information AI relies on. Spargent’s Microsoft Fabric and Power BI work focuses on helping enterprises unify data and strengthen the foundations for reliable reporting and decision-making.

Scaling from pilot to organization-wide use

Already using Microsoft 365, Odense chose to build on its existing environment, upgrading to Microsoft 365 E5 and extending Copilot access. The initial deployment involved 30 licenses and later grew to 1,000 seats. The municipality also made Microsoft 365 Copilot Chat available to workers as a controlled option in place of public AI chat services.

Odense partnered with Context& to develop a business case, governance framework, sensitivity-labeling policies, and a structured rollout plan. According to the municipality, the decision reflected a view that implementation depended not only on technical setup but also on how employees work and develop new skills.

Training and governance alongside technology

Leadership emphasized employee readiness through training, guidance, and change management. CFO Jeanette Irene Andreasen described responsible AI adoption as requiring attention to ethics, security, and competence development. The municipality’s stated priority was to establish strategic direction, assess business value, and anchor the change across the organization.

The case does not quantify productivity gains or financial returns from the rollout. For enterprise decision-makers, that makes measurement an important next step: define use cases, track adoption and service outcomes, and assess whether AI improves workflows without weakening data controls. Connecting governed AI to well-managed data and analytics can help organizations evaluate those results with greater clarity.
