Microsoft says it plans to add Nigeria’s final list of election candidates to its generative AI systems to help prevent the tools from creating unrealistic images of them ahead of the 2027 general election. The announcement came at an Abuja forum on AI and democracy, where electoral officials also warned about synthetic media, cyberattacks and public trust.

Key takeaways

Microsoft’s proposed controls target AI-generated images of candidates, while the company and other technology firms have also pledged to remove unauthorized synthetic media depicting candidates or election officials. INEC is building its own AI capacity, and civic groups say election-related data tools must be transparent and auditable.

  • Microsoft plans to use INEC’s final candidate list to restrict image generation.
  • INEC has established an AI unit to strengthen digital infrastructure and cybersecurity.
  • Yiaga Africa urged developers of election-results platforms to prioritize accuracy and independent scrutiny.

Microsoft’s proposed safeguards

Dave Liechtman, Microsoft’s senior director for global elections, said the company would integrate the final candidate list from the Independent National Electoral Commission (INEC) into its system. The stated aim is to stop its generative AI tools from producing unrealistic images of those candidates—not to block all AI-generated content.

Liechtman linked the plan to a 2024 industry agreement, the Tech Accord to Combat Deceptive Use of AI in Elections. Participating companies committed to removing unauthorized synthetic media depicting candidates or election officials from their platforms. He also cited U.S. research suggesting that voters may trust candidates less when they share AI-generated synthetic media.

INEC focuses on infrastructure and oversight

INEC Chairman Joash Amupitan said the commission had created an AI unit within its technology operations and was working on an AI governance framework. He said AI-supported cybersecurity could help identify threats such as denial-of-service and brute-force attacks. He also emphasized that consequential election decisions should retain human oversight and remain subject to legal safeguards.

The forum’s discussion reflects a broader challenge for institutions: technology can help detect threats and manage information, but safeguards and reliable data remain essential. For enterprises, the same principles apply to analytics and reporting systems. Trust depends on verifiable results

Yiaga Africa Executive Director Samson Itodo warned that deploying technology alone would not restore confidence in elections. He said organizations developing AI-powered tools to aggregate results should make their methods transparent and ensure figures can be checked. INEC remains the body legally responsible for declaring official results and winners.

The two-day AI and Democracy Forum brought together electoral officials, technology companies, civil society groups, journalists and others to examine both the potential benefits of AI and its risks. As preparations for 2027 continue, the impact of Microsoft’s plan will depend on how the controls are implemented and how consistently platforms respond to deceptive content.
